I have scanlines in my userbar, but they are way to dark. How can i get them lighter?

You lower or raise the opacity.
The lower they are, the less visible they become. take my "Doomcreator0 Pixel Art" one. The scanlines are set at opacity of 35.

I set the opacity to 35, and it's still the same

You set the opacity on the wrong layer?
Delete the scan line layer,
create a new layer,
fill in scanlines,
go to blending options
and keep it at Normal but change the opacity to 35..

What i did..is go to add pattern..i selected my scanlines..and i filled the userbar with the scanlines, is that not right?

Edit: I was trying to do what you said..did you mean..open as new layer -> patterns file -> the pattern -> then add it to your userbar ?
I did that but theres only my original scanline added and it isn't the pattern.
It is very small and doesn't show up as a pattern

And then you were to select the layer you filled the scanlines on and set the opacity to 35, correct?
what program are you using?..

Ok, just make a new layer, you know how to do that,

Then select that layer [i think click on it] and fill your scanlines,
than just move the opacity slide down,
is that what you did?

Do you mean open as new layer and set my original saved scanline image onto the userbar?

At first i just right clicked, went to edit, then filled in with pattern, while the opacity was at 35.

Press Ctrl+L. That should open the layers menu. Make sure you've selected the layer with scanlines on it. At the top of the layers menu there should be a bar that says 'Opacity:' on one side and '100.0' on the other. Make the opacity bar lower.

if i got you, yes, open a new layer, not window, LAYER, and fill it with scanlines and slide it to 35%

Pig : I filled with pattern, went to that layer window, but the pattern line doesn't show up and when i move my opacity bar down it changes the background of the userbar
Zero: I opened a new layer and it changed my userbar color and it went over the scanlines

Make sure the pattern is on a layer on top of the background. Then click on the layer with the pattern on it, not the background layer.

The pattern layer isn't showing up on the ' layers, channels, paths ' window...
it's only c4d and background

Access the layer window by pressing Ctrl+L. Go to Layer>New Layer>OK to make a new layer. There should be one transparent layer over the background layer. Add the scanlines to the new transparent layer and lower the opacity of that layer.

Okay, try this:
- Start a new image.
- Make the background. PRESS CTRL+L TO SEE THE LAYER MENU.
- Make a new transparent layer. Layer>New Layer>OK. Make sure that layer is on the top. If it isn't, click and drag it to the top.
- On the layer menu, make the you have the pattern layer selected. Simply click on it to select it.
- The opacity bar is near the top of the layer menu. Lower the little opacity bar to make the pattern layer a lower opacity.

When i add another layer - for layer fill type - do i fill it with foreground, background , white, or transperency?

Transparency. It should be the default fill type, I think.

Imageshack isn't working for me atm, or i'd show you a picture
I have the new layer, and below background, and below the c4d
I clicked on the new layer - put its opacity to 35 - and it didn't affect it at all

That picture isn't very clear. It doesn't look like you lowered the opacity, though. The bar thing should be more to the left.

I did lower the opacity, and it was moved to the left O_o
For the " New Layer " Do i have to do anything with that other than have it on top with the scanlines ?

It's set at 35, but i edited the screenshot quickly and didn't include it in there.
But yeah, it's at 35 and doesn't seem any different from 100..

Did you click and drag the little bar?
The new layer must be transparent, be on top, have scanlines, and have lowered opacity.
