Photoshop - GIMP (paint.NET if you use Windows)
Personally, I think Photoshop is a lot better than the GIMP. Not to mention it's a lot more common and thus supported.
GIMP is a pretty good free version, but i don't like it

it has a lot less capabilities and i don't find the interface very friendly.

When your looking at what sort of software the average people use, it gets stupidly expensive, i mean office 2003 is £459.99.
standard came with my computer so i guess that retails at £200 so thats probally the most expensive suite on my computer, which i think is still stupid
