It's fine but I find it's significantly harder to use than Adobe's Photoshop and Photoshop Elements. For free, it's good and powerful though.

I would just get paint.NET. It got better reviews on cnet.com.

Edit: I don't like it.

gimps alot harder to use than programs like photoshop.
i dont like it either

I'm a long time gimp user (not gimpshop though), and I can say that it really just depends on what you're working with.
If you're a photographer or professional graphic artist (if you know what CMYK is, Gimp is not for you), but for basically anything else (photo editing, signature and avatar creation, filter rape, etc.), go ahead. In those respects it can even surpass Adobe Photoshop.
Also, if you're a long-time Photoshop user, give Gimpshop a shot. Otherwise just use standard GIMP, you tend to be more productive with it once you get the hang of its GUI.
