The simplest way would be just to make sure that you don't have anymore programs running in the background then you have to.

And you can do that by pressing "Ctrl + Shift + Esc" on your keyboard. Then click the "Processes" Tab and view/end the tasks that are using a lot CPU power if you know what they do. You can also run msconfig and disable anything you don't need from starting up with Windows or by just closing out of everything except for your game when you play.

Bub & Anderson pretty much hit the nail on the head. You have to keep as many processes closed as possible. This can include everything from a chat program to an Adobe updater.

Please note: do NOT just go deleting things from your msconfig boot without knowing what they are first. If you aren't sure, search them at http://www.processlibrary.org/

Also, viruses can take up a TON of CPU usage. Download a virus scanner such as avast! and run it to remove any viruses.
