I got the message about Service Pack 3 for Windows XP.
Is it released?
And do i need to backup anything?
Or is it false?

You shouldn't need to back anything up. You may want to run System Restore and create a new point beforehand though just incase there is an error or problem.

It just adds a few very minor new features that wont really affect much. Some sites claim it provides a performance boost, but I noticed nothing much. If you download all the updates from Microsoft at a regular basis, this service pack is not a major thing.

I was expecting SP3 to be bloatware with loads of new features and options.

Well, i gotta find the Norwegian version and download it
