How many posts must you have in order to submit an application for the Newspaper?

There is no post requirement. At least I have never heard of one.

There must be since I am not allowed to post a topic.

If you are not allowed to post a topic, my best hunch would be that you must be a Forum Member. Please obtain 30 posts without reckless spamming and if you post an application, we will consider your acceptance.
