What website on the internet do you think has or used to have the worst layout?
For me it would have to be the Toronto Transit Commisions site Here
They recently changed the site design though.

Usually it is City Websites like Chicago or the Chicago Transit Authority
Generally any government website is bad, look at the US DoT.
