I went on speedtest.net to test my speed becuase i up graded my internet it used to be 520 download and 225 upload and not it is 1053download and 190 uplaod. is it normal for teh download to be high and upload be lower and why did my upload go lower?

Depends on your isp.

It's very typical to have a higher download than upload. You're downloading more data from the Internet than you're uploading so the resources are properly allocated by your ISP.
