You really can't get a "laptop" for that. Atleast if you did it would be pretty bad. The closest thing would be something like this.
You could get th OPLC XO. It costs 400 dollars and a Windows version is coming out soon.
eBay *might* have some extremely old laptops going around for about $100.
Otherwise, the cheapest laptop you're gonna find is the Eee PC, which is about $300. And that runs Linux, so unless you can deal with the lack of software and drivers, then you should save up about $600 or more to buy a decent laptop.

I don't know what the US pricing is, but take a look at the Netbooks on offer. eeePC, Samsung NC10, MSI Wind, Acer Aspire One etc.
You can get one of the older EeePCs with a 7" screen, crappy Celeron processor and 256mb RAM with Linux for much cheaper. The Samsung NC10 is an awesome piece of kit (typing from one now 
) but it's expensive (£320 in UK, dunno the cost in $)

Actually, my link is $330 and has 9" screen, 160GB HDD, and runs windows XP. So no linux if you don't want it.
