Theres few of this sort, and when its free too, its a great thing!
CinePaint, who is currently unavailable for Windows is the only free frame editor i can find,
and soon its a Windows version out!
This program is said to have the tools of a painting program, and then its clearly a frame editor.

This thing is a great thing in some situations hwen you want "Special effects".
