I would probably have to say Windows since majority of applications are designed for it.

Definitively Windows, Mac doesnt have developer tools to develop for itself,
Linux has a difficult structure.
At Windows you have a good choice, Java, VB, C++, C#, C and also Python.
I am sued to Visual Basic, and thats in Visual Studio from Microsoft, the only good editor for it.
