As already mentioned, they reset every Wednesday. (If you're going to try to work cooperatively - with or without clan chat - on W60, it's best to do it on the day they reset.)
The total number of points available in a given week depends on where the penguins are located. The ones in more remote locations requiring quest (Lleyta, Dragontooth, Lunar Isle, etc.) are usually worth more than the ones in locations like Ardougne and Varrock.
Also, the guide is incorrect in stating that penguins always match their surroundings; sometimes the penguins get things wrong. Earlier today I saw one in a cactus suit in Varrock, and more than once I've seen them in green bush disguises on Jatizso and in Al Kharid, where they tend to stick out rather.
