I downloaded Paint.NET and I want to know how to I cut a image out and shrink it. Then how do I make it able to fit on the certain size, like 350 x 150. PLEASE HELP ME!!!
Use the magic wand tool to select your image, then use the resize tool.

I highly recommend using GIMP instead of paint.net.
GIMP is also a free software but with better tools and features.
