I know Garage band is a Mac only application, but can anyone here recommend some a similar style one for windows?
From the amazing source that is google, I managed to find Mixcraft, but can anyone recommend anything else?

*Waits for the 'omg newb buy a mac' comments*

But that didn't work for me, maybe because i have Vista. Other than that, i used one once that was quite good. It was an online app, but i can't for the life of me remember what it was called. I'll ask around...

If you were willing to pay there's Magix Music Maker.

Audacity?
Works fine for me, you can do a little bit, but not too much with the sound.
Its free too.

What sound-tools do you need?

I'd recommend and vouch for Audacity for windows. It's free and does a really good job considering it's a free application. If your looking for something with a bit of a price, considering you would have had to have bought garageband for windows then look out for Adobe Soundbooth or Adobe Audition.
LP Forever
what will you be using it for. if you're looking to string loops together to make a song then i can't help you. if you're just looking to edit audio such as a podcast then like Fatalysm i'd vouch for audacity.

Ok it looks like audacity it is, I won't be doing anything too amazing on it, just enough to edit a few audio pieces.

Just want to add a couple unmentioned ones:
Acid
Sound forge
Sonar (by Cakewalk)
Guitaro Pro 5 works with some jobs

but if you're just editing out a 5 second silence at the end of a song or recording a low sound quality sound podcast/song, Audacity is fine.
Dwarrior
Acoustica Mixcraft is pretty good, but its not free.

As obviously mentioned, Audacity is fine if you need it every couple days to do a simple job, but I really recommend Adobe Soundbooth. If you're planning to do something with music/sound, it's a great program, but only if you need it for advanced reasons, otherwise just get Audacity.

Were you perhaps thinking of Audiotool (link)?
