how can i make pictures transparent in either paint.NET or GIMP or MS Paint?

Check out the tutorial system, there are lots of guides in there about making transparencies.

Here are some good ones:

I find the first one (using Paint and iaza.com) to be the easiest, but they're all fairly straightforward.
