Just upload the file to the website and post a link to it. When a user clicks on the link, if the file can't open in their browser, it'll light up a box asking if you want to download it. If it can open in the browser (*.pdf files can, which is probably what you're using if it's a magazine), the users will have to right click on the link and click "Save File As..."

Another option is to upload the file to a file hosting site, such as MediaFire, and post a link to the download there. It's less professional, but for Webs it'll save the space on your account and your users will be able to download it faster. (Webs servers are pretty slow, which makes for slow downloads.)
