It's not on MechTopia and MechSociety is way out of date now. I think they gave up on their site or something...

So our return to roots is frustrating to some in terms of "when is it going to come out?" But the game? I can say it's looking good. The guys are doing a fantastic job and I'd say we have one last big push. It's so close it hurts.
Note that these were the same words Mark Gerhard used in the recent live Q&A to describe the name change system. Is it just a common phrase or coincidence, or are they coming out at nearly the same time? I personally think the former is true, but it makes for good speculation. Jagex has dropped stranger hits in the past, but it's tough to control exactly what a reporter will write.QUOTE
We used the Java syntax, but everything else is built in house. That technology allowed us to do incredible things that you'll be able to see with Mechscape. The experience is a real evolution, and it's surprising because it's running in a browser. And I don't think you'd be able to do that with traditional Java, if you will, but that's nine years of development in the making. We sometimes surprise ourselves.
On the other hand, "so close it hurts" may not be as close as it seems. Jagex is hosting a Q&A for MechScape related questions on August 27th[*], which means MechScape probably won't come out until at least then.
