Im trying to understand how to get/make one. Is their a website I can go to to make it or do I have to use photoshop etc.

P.S. Im talking about a Banner/Link picture to my log.

I know its pwnage Unfortunately, they have to be made. These are called underbanners. Look for a shop under Digital Shops and Requests. There should be a shop in there for underbanners. Once it's made send it to me and I'll add a link to your log in it
