As Mod Tom S explained in his recent Developer Blog, we are moving our back-end systems to a new hosting facility. As a result we need to shut down some of our systems while we move them to the new servers. We are currently migrating some of our web systems to our new hosting facility.

During this time, the following areas of the website will be unavailable:

Create a free account
Appeal an offence
Recover a lost password
Recover a locked account

We apologise for the inconvenience and are aiming to restore service as soon as possible.

This does not affect existing users wishing to login to the game.

In their latest Q&A, they said that a new tutorial would be coming out soon.

@above: Oh jeeze, I hope this isn't for the update tomorrow as hinted in the JaGEx Twitter.

"Starting off on a new foot" closely resembles a new tutorial island type thing.

I suppose that they'll make another quest for Learning the Ropes. It's pretty unbelievable how different they're approach to new players is these days compared to 5 years ago. Before we were just dropped in head first.
