I've seen a level 83 (F2P) guy with a quest cape and he was a player mod too. I think he's the leader of the player mod clan.

I'm level 81 and my goal is to get a quest cape as early level as I can. Working on magic for Lunar and WGS currently, I'm low on funds so donations are accepted.

85+ with summoning, 83 without.

One of my friends, psycho runescape obsessed dude, has a questcape at lvl 90.

The lowest required level for a quest cape is 85, ive seen a few of those in the past

my friend got it way back at 84 cb , lowest lvl needed is 85 now days

About a year and a half ago (?), I thought I saw Lord Earth with one at 76ish combat. But of course it has changed now.

You need to be level 85 to finish a few quest so that's impossible. I've seen a level 85 with quest cape though.

That certain player was in a famous people's thread posted nearly a year ago, the level needed for cape has risen since then.
