http://wintoflash.com/home/en/That'll let you put it on a flash drive and install from there.
The site's not loading for me, but I saw it on
lifehacker.
I guess if that website doesn't work you can download it here:

The site doesn't load, but i'll assume it's an external drive. Meaning it probably connects via USB, and only very modern motherboards support booting via USB. You can get a decent CDRW/DVDR for £10, which should be able to connect to even the older motherboards.

The computer is a Dell Studio 14z which is one of their newest mid-end laptops.

Hmm, so it has an eSATA port? Can you even get eSATA Optical Drives?
Since it is new then i would go with Red's idea of booting from the USB stick.

It has eSATA-USB and normal USB. I need to buy a dvd drive anyway so I want one that can be used to install win7 as it os easier than the USB method. The dvd drive on the site is a Retail Plus 8x DVD drive.

These is what my laptop has:
(2) USB 2.0 compliant ports
(1) USB 2.0 compliant / e-SATA port with Power share
Here is another site with the USB media drive I'm planning on buying:
