Do the old StarTac 7760s CDMAs and ST7868W phones still work on modern networks if you get a plan for them?

Did some research. How can I get Verizon service w/out having to do prepaid plans from other companies that rent Verizon towers?

Startac phones are not E-911 compliant, so Verizon will not risk getting fined $2,000,000+ for activating my phone.
