Yeah somewhere I read that Jagex does this every halloween. I saw one of those penguins, while I was re obtaining some member items.

Saw one in near the bandit camp in the wildy.
I think they're pretty cute.

Yup, they do it every hallowe'en (note the use of the apostrophe) except I think the Pumpkin looked a little better last year

And also, most of the penguins i've seen haven't had faces

It's how spies stay undetected. After constant plastic surgeries, the face just disappears entirely

On topic, it's pretty neat.
Really the kind of thing I'd expect Jagex to do. For Christmas, one may be disguised as a Mini Xmas tree.
