My girlfriends computer is running windows vista.

It was fine until i had to do a system restore, it was in the middle of restoring and froze for over an hour.

I shut it down via power button and now when i turn it on it goes to the screen saying windows shut down improperly etc choose start up option with the usual safe mode options and start windows normally.

No matter which one i choose, windows starts to boot, the green loading bar comes, and then it just hangs and never boots up all the way. It gets up to a black screen with the mouse cursor and that's it.

I tried last known good configuration, to no avail.

Help?

I'm guessing that a boot file got corrupted.
Do you have a Windows recovery CD? If so, insert it and boot from it. You should select the Startup Recovery (or something in the lines of that) option. Hopefully it will find the damaged file and fix it.

No i don't, the computer didn't come with one. Is there anything else i can do?

Do you have a partition with a Recovery Console on it?

To see if you have One Click on

Start > Right Click Computer > Manage > Under The Storage Tab on the left click Disk management > Print screen & Upload

If a recovery disc didn't come with your computer, you can still make one.

Download the correct version here (I'm assuming you'll need the 32-bit one). It's a .torrent file, if you're haven't got a torrent program on your computer there is a link on the page to instructions, likewise for burning the .iso to a CD. When the CD has been burnt, boot off it and perform a 'Startup Repair', which should fix your corrupted boot files.

At what stage did you get this missing install file error, and what type of install were you trying to do - was it just a repair one or a clean re-install? Anyway, if you can get onto the command prompt that is on the disc I linked to (should be one of the options on its main menu), you will be able to recover any files you need and then we can try and get the OS reinstalled somehow. You'll need to plug in a USB stick or external hard drive and transfer the files onto that through the command prompt (if you've never used it before, see step 3 on this page for how to navigate through folders and transfer files).

I fixed it by clean installing 7 but the error was right after the load bar finished.
