Back then we people had a problem with Windows 7 and RuneScape HD.
I still do.
Ati released drivers for windows 7 and when I checked my graphics card I found it saying.
Radeon X1300/ X1550. There are 2 separate drivers on the Ati page.

My questions:

Will updating this help me get HD working?
and
Which driver do I choose?

Which graphics card do you have? Download and run GPU-z if you don't know.

Those are two separate cards, it has to be one or the other.

Well that's what my system says but I'll go with the higher number 1550X

You can't just choose willy nilly...

Download and run that then take a screenshot of it and post here.

Here you go.

According to Jagex, your video card (both the X1300 and X1550) meets the bare minimum to play Runescape high detail. Once you got your driver sorted, you should try high detail mode but lower some of the settings.

So which video card should I update?

Do you physically have both cards? If so, use both drivers.

Note: AMD’s DirectX 9 ATI Radeon graphics accelerators are not officially supported under Windows 7. If the user chooses to, they can install the ATI Catalyst Windows Vista graphics driver under Windows 7. Please be aware that none of the new Windows 7 graphics driver (WDDM 1.1) features are supported (as the Windows Vista level graphics driver is limited to WDDM 1.0 level support). Using the ATI Catalyst Windows Vista driver under Windows 7 is not officially supported by AMD, and as such AMD will not provide any form of customer support for users running in this configuration

Should I do it anyways?

Well what exactly are your problems? I highly doubt that Runescape uses DX.

Clicking the HD button will flash the screen for a few seconds and stay at Standard Detail.

I have the exact same GFX card as Sonata, I can assure you it is a single card.
