Tbh try only have the speaker blurring.

problem with only animating the speaker: it gets cut off. How to fix?

 

Make the black box behind the dub only cover the text at the top and bottom, not an entire rectangle.

You don't understand. The thing is getting cut off at its own image border. Not because of the black background. The black background is under the speaker and covers the whole image.
