Well first you want to get quests done, after all, they are necessary for almost all powerful equipment.

A setup that is cheap and effective for a player like you:

Fremmy helm

Rune plate, Barrows plate, fighter torso or granite plate

Rune legs, Barrows legs or Dragon legs

Dragon or Rune boots

There are various gloves from minigames and quests that are all very effective

Amulet of Glory

A dragon weapon such as scimitar or longsword is good

A rune defender, obsidian shield or any other (rune+) is good

I listed several options in each spot because everyone is different. See what fits you best.

Somehow I'd rather think that money IS an issue -- my standard combat set these days runs around 130M in cost, and I'd be curious how someone just becoming a member can afford that. -.-

My usual melee outfit consists of:

Helm of Neitzenot - requires a quest

Bandos Chestplate

Bandos Tassets

Dragon Boots

Fire Cape - requires you kill Jad

Berserker Ring

Amulet of Fury

Zamorak Godsword (or whip + dragonfire shield)

"Barrows" gloves from Recipe For Disaster

That said, if you want the best "over-all" protection, the best "bang for your buck" would be full Guthan's. With the full set, the warspear will heal you, and it therefore eliminates a great deal of the need for food. Combine that with a whip, obsidian shield, dragon boots, obsidian cape, amulet of glory, (warrior's) ring (or ring of wealth) or some other arrangement, you'd do well for yourself.

If you're going to kill dragons for money, I would strongly suggest you work on your range.

Well, pretty much everyone suggested equiptment that would cost 50m-100m+.. If you want cheap, get:

Dragon Boots/ Rune Boots.

Helm of Neitznot

Rune platebody

Dragon plateskirt(Platelegs cost waaay more, and give the same bonuses at the PlateSkirt)

Rune Defender/Obsibian Shield(Don't know the full name -.-)

Whip/Dragon Scimitar

Strength Amulet/Glory Amulet

"Barrow" gloves/rune gloves/adamant gloves/Anything below that.

Any ring would be sufficent.

Obsibian Cape/Legends Cape/Skillcape

This would maybe cost about 1-2m at lowest, ONLY if you use the dragon scimitar method. That's my normal Strength Training setup, you can have more then that, though.
