Dedicating Network Capacity To A Certain Program/port?

One of the great things about online games with low system requirements, is that you can play them while keeping programs like a browser or msn open while playing it without any noticeable performance differences. However, I can't, because these programs (Especially msn, actually) will randomly download a chunk of data, and thus cause a lag spike in-game. Which by itself is wierd, I don't get why 5kb of data halts the data stream for the game for up to a second on a 350kbs connection? -.- But my actual question is, is it possible to a dedicate a certain amount of network capacity (Let's say, 20kb/s) to a certain program or port which no other program could use, thus preventing msn or firefox from causing lag spikes in games? :) I tried googling a little but I couldn't find anything, so I decided to ask here. :)
