Over view, It effects options open to you in conversations and also how NPCs react to you. Personality is pre detirmed by your biography when you create your character, However as you progress through the game your choices and decisions will adapt your personality further (so theres a sort of karma feature to it aswell). Gives you a look at some of the music to be included in the game, as composed by Jeremy Soule, and the concept art is quite revealing, with concepts of specific buildings like those charr buildings which are tagged as "leather tanner" and "loom" so I'm guessing that certain buildings will give you access to tools to make crafting materials for armor.
