RuneScape has proved it bad enough with just once a month. When you get people constantly changing their name, it's a big deal because suddenly you don't know who anyone is. It's pretty much because as Kemo said it'd get annoying to learn all the new names that are constantly changing. Besides, two changes in 180 days should be enough anyway. The 1 in 3 was change to 2 in 6 because it allowed for someone to change their name should they accidentally get one they didn't want, but it still kept it within the same time period. You had about 5-6 people with a name with a variation of the term "Chris", which just ended up confusing everyone when some of those started switching avatars and what not, making things even worse for everyone. People change it so often you have no idea who anyone is, and with text based communication be so unexpressive its hard to tell when someone is being serious, joking or anything like that. If you know a bit about the person you can quickly understand the context of their post. If every time you post you assume the person you are talking to is a stranger you can never really get that rapport or banter with them. This explanation makes sense in my head.
