Laptop constantly at 100% CPU

It's a Compaq, I recently reformatted it, before when my brother used it it could play League with 20 FPS, now I can't even open a game I play + a new tab, since whenever I open Firefox it hits 100% for a reason.

 

 

Only microsoft stuff runs at startup

Are all your drivers(especially graphics) installed and updated?

I've updated my video card, not anything else since I don't have the brain capacity to look up all that stuff :X

Go to 'Power Options' -> 'Choose when to turn off the display' -> 'Change Advanced Settings' -> Scroll down to 'Processor power management' and expand it -> Expand 'Minimum processor state' and what percentage value is listed?
