Simple Suggestion

Recreate Tutorial Island and put a fairy ring on it so people can revisit it.

Or a back to your roots type of quest, maybe tutorial island is under attack by the max guild (they so pro) and you have to save the small island from being wiped out :>

I don't really think they would make a quest out of Tutorial Island because according to the story arc the player is supposed to come out of Ashdale and having tutorial island in that would mess that up.

The giant rats have eaten the level 146 combat instructor and gained his power, so the player has to travel to Tutorial Island to slay them before the situation goes out of control.

...Almost, they can't eat the combat instructor because Vannaka went to Edgeville Dungeon to be a slayer master.
